Drone courses receive certification. Strong portfolio sets benchmarks for harmonised approach on drone requirements.

The Joint Authorities for Rulemaking on Unmanned Systems (JARUS) recognize the Unmanned Aircraft Systems (UAS) courses developed by the Joint Aviation Authorities Training Organisation (JAA TO). This recognition enables JAA TO to be the first training organisation in the world to apply this prestigious JARUS label for the existing four courses on UAS/Remotely Piloted Aircraft Systems (RPAS) in its portfolio.

The UAS-RPC course is an ICAO Training Package (ITP), jointly developed by ICAO and JAA TO, using the competency-based training methodology (Doc 9941). This ITP is based on ICAO Standards and Recommended Practices (SARPs) in Annex 1 (Personnel Licensing), including amendment 175 (i.e. Remote Pilot License – RPL), which is applicable from November 2022. The drone training is aimed to provide the necessary knowledge, skills and attribute to apply the European Union (EU) regulations for competence of remote pilots in accordance with ICAO SARPs.

To date, these are the first and only JARUS-recognized training courses worldwide.

Supported by the Ministry of Infrastructure and Water Management in the Netherlands (Ministerie van Infrastructuur en Waterstaat), Prof. Tomasello’s contribution in the development of UAS courses for JAA TO and subsequent recognition by JARUS sets a highly-regarded portfolio precedent. In line with JARUS’ purpose, the recognised UAS courses serve the technical, safety and operational requirements for all aspects linked to the safe operation of UAS/RPAS underscoring the unique training quality of JAA TO and its expert instructors.

JARUS is a group more than 60 National Aviation Authorities (NAAs) from five continents and two regional aviation safety organisations providing recommended requirements to facilitate each authority to develop their own regulations on civil drone safety. These requirements have already been widely transposed in the European Union (EU) by the Commission and the European Union Aviation Safety Agency (EASA.) Having these JAA TO UAS courses recognised is a great achievement and demonstrates the courses’ educational value and quality in supporting the global establishment of harmonised, safe and secure requirements for non-military drones.

JARUS recognition of UAS training quality standards supplements JAA TO’s training facilitation as the associated body of the European Civil Aviation Conference (ECAC). Training on UAS/RPAS regulation becomes more prominent as European regulatory frameworks will come into force.

JAA TO’s training program on UAS supports the promotion and a harmonised development of the RPAS future in Europe at a strategic level. One of ECAC’s objective is to support the sharing of experiences and national policies and practices on RPAS. Effective implementation of this training programme, under the recognition of JARUS, can certainly facilitate this objective and will set a benchmark.
