High-level aviation stakeholders discuss work programme during ECAC/39, new President of ECAC elected.

The European Civil Aviation Conference (ECAC) hosts its 39th Plenary (Triennial) Session (ECAC/39) via videoconferencing presenting the President’s triennial report, establishing the ECAC work programme and budget for 2022-2024, while Member States elect the new President of ECAC.

Invited to the Session as Observer, JAA Training Organisation (JAA TO) follows the Triennial represented by JAA TO Director Paula Almeida, Executive Assistant Marlene Mellema and Business Strategist Eric Schoonderwoerd. Around 120 high-level delegates join ECAC/39.

Ingrid Cherfils, President of ECAC, Salvatore Sciacchitano, President of the Council of the International Civil Aviation Organization (ICAO), Juan Carlos Salazar, Secretary General-elect of ICAO and Henrik Hololei, Director General, DG MOVE, European Commission welcome ECAC delegates and guests in their respective opening remarks. Referring to the the impact of the COVID-19 crisis on the aviation industry, cooperation between ECAC, ICAO and international partners will continue to play a vital role for the recovery of the aviation sector.

In the following, ECAC Focal Points in the fields of Safety and Accident Investigations, Unmanned Aircraft Systems, Facilitation and Security, Environment, Economic matters and Legal matters present their report on ECAC activities to the plenum.

JAA TO Director Almeida updates the Session on JAA TO’s successful transfer to Virtual Classroom (VC) training which since its implementation at the beginning of the pandemic sets precedents for real-time distance learning using the Competency Based Training & Assessment (CBTA) approach. The Director also highlights the organisation’s efforts in training all instructors in this field amid the challenging timeline.

With a successful go-to-market programme, JAA TO has explored solutions in this digital age offering learning experiences completely virtual. We are able to provide quality (e)learning training to aviation professionals with maximum effectiveness. With the decision to provide virtual training beyond 2021 we can focus on building back better, recover effectively while protecting and delivering on our brand promise.

As result of the Session’s election of the President, Vice-Presidents and members of the ECAC Coordinating Committee, former President Ingrid Cherfils, President of ECAC since December 2014, retires after six years in office. Vice-President Dr. Alessio Quaranta (JAA TO Foundation Board Chair) is elected by acclamation as the new President of ECAC during the Triennial.

As recovery from COVID-19 still strains the aviation sector, ECAC and its international partners seek to continue to strengthen the European aviation system by enabling Member States to develop and promote harmonised approaches to aviation safety and security. The foundations laid by Ingrid Cherfils established a system of competency and responsibility that represents ECAC today, and I will continue to foster this working approach for a safer aviation future.
