    Strengthening International Cooperation in Civil Aviation Training

    The JAA Training Organisation (JAA TO) and the State Civil Aviation Agency (SCAA) under the Ministry of Digital Development and Transport of the Republic of Azerbaijan have signed a Memorandum of Cooperation, marking a significant step forward in international collaboration for civil aviation training and capacity building.

    This partnership aims to enhance civil aviation safety, security, efficiency, and sustainable development through advanced training programmes and technical support initiatives. The cooperation reflects the shared commitment of both organisations to promote high standards of training in line with ICAO and EASA requirements.

    Strengthening Bilateral Collaboration

    During the recent meeting, both organisations engaged in productive discussions to identify common goals and areas for future cooperation. The SCAA representatives provided an overview of the Agency’s organisational structure and its various departments, while JAA TO presented its background, achievements, and extensive international experience in the field of aviation training.
    The discussions also focused on SCAA’s current training activities, including their training habits and the successful implementation of two onsite courses organised this year for the first time. Both parties examined the status of the 2026 training plans and explored opportunities to expand collaboration through a framework agreement designed to further support and strengthen SCAA’s training activities in the coming years.

    Formalising the Partnership

    The Memorandum of Understanding (MoU) was formally signed by Mr. Nazim Ziyadov, Deputy Director at the State Civil Aviation Agency of the Republic of Azerbaijan, and Mr. Murat Yalcin, Director of Sales, Marketing & Operations at the JAA Training Organisation, representing their respective institutions.
    The signing of the MoU underscores the mutual intention to work closely in the field of capacity building and training, creating a long-term foundation for professional development within the civil aviation sector in Azerbaijan.

    Under the new agreement, JAA TO will provide specialised training and technical support across a broad range of key aviation domains, including:
    • Aerodromes and Air Operations
    • Aviation Security and Airworthiness
    • Dangerous Goods and Unmanned Aircraft Systems (Drones)
    • Environmental Protection
    • Aviation Law, and PolicyManagement
    • Leadership, and Safety Oversight

    Commitment to Excellence

    Both the State Civil Aviation Agency and the JAA Training Organisation reaffirm their dedication to strengthening human capital and institutional capabilities in civil aviation. Through this collaboration, the two organisations aim to foster a culture of excellence and continuous improvement in aviation training - ensuring alignment with international best practices and standards.
    This new partnership represents not only a continuation of ongoing cooperation but also a step towards broader regional engagement and sustainable growth in aviation safety and operational performance.
