ICAO Regional Training Centre of Excellence (RTCE) Status Recognition

The Joint Aviation Authorities Training Organisation (JAA TO) is pleased to announce the renewal of its status as an ICAO Regional Training Centre of Excellence (RTCE).

The renewal of the status as an RTCE is proof that JAA TO has done a terrific job in the recent years. I’m very happy JAA TO can have such an important leading role in training aviation professionals worldwide. I’m proud of being the Chairman of the JAA TO Foundation Board.

In order to be awarded the RTCE Status, training organisations must comply with a series of high-level criteria including: being a full member of the ICAO TRAINAIR PLUS Programme (TPP), having established a permanent Course Development Unit (CDU) with a senior course developer and Civil Aviation Training Centre (CATC) validator, both qualified by ICAO.

Additionally, an RTCE must have an automated Integrated Training Management System to administer and manage training records, instructor qualification and findings resulting from internal and external audits.

To retain RTCE status, aviation training organisations must not only continue to comply with the required criteria but also fulfil various duties related to their training operations as an RTCE. These include, amongst others, developing ICAO Training Packages (ITP) addressing the implementation of ICAO provisions.

“We have recently received an Award at the Global Aviation Training Symposium in Qatar for the highest number of trained managers in the ICAO Training Managers Course (TMC). We are certain that, by the end of 2019, we will have received at least one additional award” concluded JAA TO’s Director.

JAA TO became the first ICAO Regional Training Centre of Excellence in Europe in 2015. As also the first European training organisation to become a member of the ICAO TRAINAIR PLUS Programme (in 2012), JAA TO has received two Awards and assumed a leading role in the Programme as a member of its Steering Committee since its inception.
