In 2024, a landmark milestone was achieved in global aviation training. During the ICAO Global Implementation Support Symposium (GISS) in Punta Cana, the JAA Training Organisation (JAA TO), the Civil Aviation Authority of Singapore (CAAS), and the Incheon Airport Aviation Academy (IAAA) officially launched a unique strategic partnership for international training collaboration.
This tripartite agreement brings to life the - the first-of-its-kind joint training programme in the field of aviation safety regulatory training, designed by three globally renowned aviation training institutions.
The A7 GCSP is a student-exchange-style – classroom and virtual – synchronised training curriculum that offers structured, high-impact learning tracks for aviation safety managers and inspectors worldwide. It combines the strengths, legacy, and future-focused insights of three ICAO-recognised Platinum Training Centres of Excellence. By completing a training track, having mastered one class per institution, aviation professionals will be awarded the A7 GSCP Certificate.
A Shared Commitment to Aviation Safety Excellence
In today’s increasingly complex air transport environment, regulatory oversight, risk-based decision-making, and safety management practices are more important than ever. The A7 GSCP is a pioneer solution to the growing demand for competency-based training that reflects the latest international standards and operational realities.
By integrating the flagship courses of JAA TO, Singapore Aviation Academy (the training arm of CAAS), and IAAA, the programme offers two comprehensive training tracks:
- Safety Management Track – Tailored for professionals leading or supporting safety management systems within their organisations.
- Safety Inspector Track – Designed for regulatory and oversight authorities to enhance technical and procedural competencies in safety auditing and inspections.
Each track reflects a deep commitment to ICAO’s safety priorities and delivers essential knowledge, skills, and attitudes (KSAs) to strengthen individual and organisational capacity. The programme further emphasises best practice exchange, peer learning, and global standardisation in training delivery.
Meet the Institutions Behind the A7 GSCP
🔹 Incheon Airport Aviation Academy (IAAA) Established in 2008, IAAA is a leading aviation training institution in Northeast Asia. With over 11,000 aviation professionals from 150 countries trained, it holds certifications from ICAO, ACI, and IATA. IAAA was the first global training centre to join the ICAO TRAINAIR PLUS Programme in 2011 and has been an ICAO Regional Training Centre of Excellence since 2014. In May 2024, IAAA achieved Platinum Member status within the ICAO TRAINAIR PLUS Programme, a testament to its global impact and training quality.
🔹 JAA Training Organisation (JAA TO) Based in the Netherlands, JAA TO is the only ICAO Platinum Training Centre of Excellence in Europe and the official training arm of the European Civil Aviation Conference (ECAC). With a legacy of 50+ years, JAA TO delivers over 300 training courses annually, covering aviation safety, security, airworthiness, drones, and more. JAA TO is also recognised as an IATA Dangerous Goods CBTA Centre of Excellence, an ACI World Accredited Training Partner, and a Dutch National Aviation Security Training Centre. It plays a key role in capacity building and regulatory advancement worldwide.
🔹 Singapore Aviation Academy (SAA) As the training arm of the Civil Aviation Authority of Singapore (CAAS), SAA provides internationally recognised programmes in aviation safety, security, and management. An ICAO Training Centre of Excellence (Platinum), SAA adopts a practice-oriented approach aligned with ICAO’s standards, enabling deep expertise and meaningful learning outcomes for the global aviation community.

The A7 Global Safety Certificate Programme is more than a collection of courses—it is a strategic training framework designed to meet the evolving needs of the global aviation community. Drawing on the collective experience of three internationally acclaimed training institutions, the programme delivers targeted, high-quality learning aligned with the operational challenges faced by aviation professionals today.
Participants of the A7 GSCP will benefit from access to more than ten carefully curated courses annually, each one developed with an emphasis on regulatory relevance, operational excellence, and knowledge transfer. The curriculum can draw on the experience of a global faculty of over 100 expert instructors and Subject-Matter-Experts (SMEs), bringing a wealth of experience from across regions, authorities, and sectors.

Looking Ahead: A Strategic Step Towards Safer Skies
Whilst the A7 GSCP gains momentum, the collaboration between JAA TO, IAAA and SAA continues to provide value to aviation professionals and organisations worldwide. During the upcoming International Civil Aviation Organization APAC Regional Training Symposium (16-17 July 2025), co-organised by the Civil Aviation Authority of Singapore, the A7 will highlight various training opportunities, particularly within the TRAINAIR PLUS Programme (TPP) network.
