TPSC/18: Strengthening Global Governance of Aviation Training under the TRAINAIR PLUS Programme

Embedded in the setting of the ICAO - GISS 2026, the 18th ICAO TRAINAIR PLUS Steering Committee Meeting (TPSC/18) reaffirms its role as a key advisory platform supporting the development of the TRAINAIR PLUS Programme (TPP) and the harmonisation of aviation training worldwide.

The meeting brought together the duly elected TRAINAIR PLUS Steering Committee Members, reflecting the programme’s global representation and reinforcing its function as a central coordination body for aviation training standards and implementation. As the aviation sector continues to face increasing operational and technological complexity, the importance of structured governance and alignment within the global training ecosystem becomes ever more critical.

The session opened with welcome remarks delivered by Paula V. de Almeida, Chief Executive Officer of the JAA Training Organisation (JAA TO), who chaired the meeting in the final year of her mandate. The opening proceedings established the framework for the session, including the approval of the agenda, endorsement of the outcomes of TPSC/17, and a review of actions undertaken since the previous meeting, ensuring continuity and accountability across the programme.

During the plenary session, discussions focused on high-priority enablers shaping the future of aviation training. Particular attention was given to gender equality, the role of global ambassadors, and the continued development of the Next Generation of Aviation Professionals (NGAP). These themes underscore a broader recognition that the sustainability of aviation depends not only on technical systems and regulatory frameworks, but also on the availability, diversity, and preparedness of its workforce.

Regional subgroup leaders presented their activities for 2025, along with key challenges and priorities for 2026, offering valuable insight into regional implementation realities. These contributions reinforced the importance of maintaining global alignment while recognising regional diversity, a balance that remains central to the effectiveness of the TRAINAIR PLUS Programme.

Reflecting on both the session and her tenure as Chair, Paula V. de Almeida stated:

While leadership evolves, the underlying commitment to collaboration, harmonisation, and capacity-building remains unchanged. In an environment where aviation training must continuously adapt to new technologies, regulatory demands, and workforce challenges, the role of the TRAINAIR PLUS Steering Committee as a coordinating and guiding body remains essential.
