    Strengthening Aviation Training and Workforce Development: Key Outcomes from the ICAO EUR/NAT Aviation Training and Skills Regional Workshop

    The inaugural ICAO EUR/NAT Aviation Training and Skills Regional Workshop (11-12 March 2025), organised in collaboration with JAA Training Organisation (JAA TO), successfully concluded in Paris following two days of high-level discussions, expert presentations, and interactive exchanges. This event convened representatives from over 40 States across the EUR/NAT region and beyond to address the pressing challenges of workforce planning, training gaps, and skills shortages in aviation.

    As the industry continues to evolve, the demand for highly skilled professionals grows, necessitating a strategic and forward-thinking approach to training and workforce development. The workshop focused on key priorities, including regional skills monitoring, lifelong learning, the Next Generation of Aviation Professionals (NGAP), and cross-sector collaboration to ensure aviation’s workforce remains resilient and prepared for future demands. 

    ✈️Strategic Workforce Planning and Continuous Development

    A skilled and adaptable workforce is essential to maintaining operational efficiency and aviation safety. Proactive workforce planning enables organisations to anticipate staffing needs and align training programmes with industry developments. By integrating technology-driven solutions such as artificial intelligence (AI), automation, and data analytics, aviation stakeholders can optimise workforce strategies and address skills shortages more effectively.

    Lifelong learning is equally crucial, ensuring that aviation professionals continuously enhance their competencies in response to industry advancements. The integration of blended learning methodologies, including virtual reality (VR)/augmented reality (AR), simulation-based training, and digital platforms, enhances both the efficiency and accessibility of training. Competitive training programmes and structured career development opportunities not only improve retention but also equip professionals to navigate the rapidly evolving aviation landscape. By combining strategic workforce planning with continuous learning initiatives, the industry can cultivate a workforce that is both future-ready and capable of driving sustained growth and innovation.

    ✈️Fostering Diversity and Strengthening Collaboration

    Developing a robust pipeline of aviation professionals requires a strategic and inclusive approach to talent attraction and workforce development. Outreach initiatives such as scholarships, mentorship schemes, and partnerships with educational institutions play a pivotal role in engaging the Next Generation of Aviation Professionals (NGAP). Encouraging gender diversity remains a priority, with targeted initiatives focusing on early engagement, inclusive career pathways, and programmes designed to empower women in aviation. A strong emphasis on career promotion through compelling communication strategies is essential in attracting younger generations to the sector. 
    Collaboration across sectors is equally critical to the development of a cohesive workforce strategy that meets the evolving needs of the aviation industry. Strengthening partnerships between regulators, governments, industry stakeholders, and academia ensures that training initiatives align with both global and regional demands. Effective workforce planning requires coordinated efforts between Ministries of Transport, Education, and Finance to develop policies that support long-term sustainability. Public-private partnerships also play a vital role in fostering innovation in training methodologies, funding mechanisms, and workforce mobility programmes. By integrating talent development with strategic collaboration, the aviation sector can build a resilient, inclusive, and future-ready workforce.

The insights gained from this workshop reaffirm the need for a forward-thinking and sustainable approach to workforce planning.

Building on the success of the Paris workshop, ICAO EUR/NAT, in collaboration with Kazaeronavigatsia, will host the second edition of the Aviation Training and Skills Workshop in Almaty, Kazakhstan, on 5-6 November 2025.
