The first quarter of 2025 was marked by a dynamic series of developments at the JAA Training Organisation (JAA TO), reinforcing our role as a driving force in aviation capacity building, regulatory training, and international cooperation.
From strategic agreements and high-level workshops to our ongoing commitment to aviation personnel development and upskilling across the European Civil Aviation Conference (ECAC) region and beyond, Q1 offered a compelling snapshot of our purpose in action.
Strengthening Ties Across Europe: Key Strategic Agreements Signed
In line with our mission to foster global aviation safety and knowledge transfer, JAA TO successfully formalised three significant partnerships during Q1/2025. Each agreement reflects a strategic investment in long-term capacity-building and a shared commitment to high-quality aviation training. During the 6th High-Level Training Workshop (HLT/6), held at JAA TO’s premises on 3–4 April 2025, we proudly signed:
- A Training Service Agreement with the Albanian Civil Aviation Authority, represented by Mr. Maksim Et’hemaj, Executive Director. This agreement facilitates access to JAA TO’s specialised training portfolio, including Aerodromes, Search and Rescue (SAR), and Unmanned Aircraft Systems (UAS), and marks a pivotal step forward in Albania’s regulatory and technical development.
- A Framework Training Service Agreement with the Civil Aviation Committee of the Republic of Armenia, signed by Chair Mr. Mihran Khachatryan. Building on our existing collaboration, this agreement enhances our shared efforts to improve aviation safety and tailored professional development in Armenia.
- A Memorandum of Understanding with the Civil Aviation Agency of Montenegro, signed by Director General Mr. Ivan Šćekić. The MoU paves the way for Montenegrin professionals to benefit from specialised JAA TO training programmes that promote stronger oversight and regulatory resilience.These partnerships exemplify JAA TO’s continuing role as a trusted capacity-building partner within the ECAC region and beyond.

High-Level Training Workshop (HLT/6): A Milestone Event
As a cornerstone of our annual engagement with ECAC Member States, the 2025 edition of JAA TO’s High-Level Training Workshop (HLT/6) brought together over 25 European Civil Aviation Authorities for two days of structured dialogue, capacity-building, and executive-level learning.
Day 1 focused on Post-Training Evaluation & Assessment, offering targeted sessions for CAA Training Specialists, HR representatives, and Managers. Participants explored innovative tools and techniques to ensure that training effectiveness translates into measurable performance improvements.
Day 2 welcomed ECAC Directors General and their Deputies to a closed, high-trust platform on Executive Risk Management in Civil Aviation. The discussion provided critical insights and practical methodologies for managing complex aviation risks in today’s dynamic environment.

Beyond the structured sessions, HLT/6 also served as the backdrop for the formalisation of our agreements with Albania, Armenia, and Montenegro, highlighting the event’s role as both a strategic dialogue platform and an enabler of actionable collaboration.
Regional Workforce Development in Focus: ICAO EUR/NAT Training & Skills Workshop
In March 2024, JAA TO had the privilege of co-organising the ICAO EUR/NAT Aviation Training and Skills Regional Workshop in Paris.
This important event brought together representatives from over 40 States across the ICAO EUR/NAT region and beyond, offering a valuable forum to explore pressing challenges related to aviation workforce development and long-term resilience. Throughout the two-day workshop, participants engaged in discussions around key issues such as current and future skills gaps, evolving training needs, and the impact of technological advancements on aviation training.

Topics such as the use of artificial intelligence (AI), data analytics, and automation in workforce planning were actively explored, alongside the growing relevance of blended learning formats—including virtual and augmented reality and simulation-based techniques. The workshop also emphasised the importance of lifelong learning in maintaining a skilled and agile aviation workforce, and highlighted the need to invest in the development of the next generation of aviation professionals.
JAA TO’s contribution to this event reflects our ongoing commitment to supporting States and industry stakeholders in addressing workforce-related challenges through practical, forward-looking training solutions and regional collaboration.
Q1/2025 was defined by strong engagement, meaningful networking, and collaboration across the aviation community. JAA TO proudly brought aviation professionals together to exchange knowledge, strengthen partnerships, and align on key priorities for the sector.
